Closure of Warragamba Trial Resource Recovery Facility

Council has examined the viability of continuing to operate the Warragamba Trial Resource Recovery Facility, and at its meeting on Monday 21 April 2008, Council resolved that is not feasible to continue operating the Trial Resource Recovery Facility due to the operational expenditure far exceeding the income generated from the resource recovery activities. As such, the facility will cease all operations on Monday 30 June 2008 at 4.30pm, after which the rehabilitation of the site will commence.

Background
In June 2007 residents in the Warragamba/Silverdale area were notified that Council would trial a leased Resource Recovery Centre at the Warragamba site for a 1 year period, commencing 1 July 2007.

The Environment Protection Authority Licence Conditions for this facility prevented Council from continuing to operate the Warragamba Landfill, as such the facility ceased accepting waste from 30 June 2007. From the 1 July 2007 the Trial Resource Recovery Facility has only been able to accept materials for recycling, such as glass bottles and jars, and materials for reprocessing such as garden organics and concrete, brick and tiles, and residents have had to use alternative waste management facilities to dispose of their waste.

In that same notification sent out in June 2007, residents were also informed that the use and success of the Warragamba Trial Resource Recovery Centre will be closely monitored and that Council would determine the viability of this service in early 2008.

Council Resolution - 21 April 2008

Waste Management Options
Warragamba/Silverdale residents still have access to a full range of Waste and Recycling disposal options, the same as all other Residents in the Wollondilly Shire, they include:
• General Waste Collection Service – Weekly
• Recycling Collection Service – Fortnightly
• Garden Organics Collection Service (for those classified as residential properties) – Fortnightly
• Scheduled Kerbiside Clean Up Services - Biannual
• Free household chemical drop off – Annual
• Free DrumMUSTER program for farmers and chemical users to dispose of their empty chemical containers
• Free sharps and unwanted medicine disposal
• Free Sustainability Blitz Workshops to assist residents to minimise and manage the waste they generate; and
• Alternative Waste Management Centres at, Bargo, Mulgoa and Narellan.

For those residents who generate more waste, recycling or garden organics additional bins can be organised through Council. They are charged pro rata to the rates account for that property and can be organised by calling Council on 4677 1156.

Alternative Waste Management Centres
Residents in the Warragamba/ Silverdale area still have close access to a licensed Waste Management Centre at Mulgoa (approximately 12km away).

Illegal Dumping
In response to concerns regarding the potential for an increase in illegal dumping in line with the closure of the landfill, Council increased patrols in the Warragamba/ Silverdale area in 2007, these patrols will continue with the closure of the Warragamba Trial Resource Recovery Facility.  Residents are able to help target illegal dumping by contacting Council’s Compliance Services on 4677 1100 and reporting vehicle and incident details for investigation.

Further to the patrols, Council will also be erecting signage along the gateway roads leading into the Shire, informing people who intend on coming into our area to deposit waste at the facility that it will be closed as of the 1 July 2008. Council suspects that even though waste cannot be accepted at any of our facilities from outside the Shire, people have travelled from other areas and attempted to deposit waste or materials at our Waste Management Centres. It is thought that when these people are declined entry that they contribute to illegally dumped waste in our bushland. Once again if residents observe people dumping rubbish they should report it to Council’s Compliance Services Section on 4677 1100.
