What is the status of the Picton Tahmoor Thirlmere Urban Masterplan?When will land be rezoned in the seven (7) identified urban precincts? The PTT Urban Masterplan was undertaken in 2003 to identify which areas would be suitable for considering future rezoning to urban land. It progresses work udnertaken in the Picton Tahmoor Thirlmere Local Environmental Study (2001) which was fully funded by Council. Some of the main issues driving the study was the need to assess the cumulative impact of future development on water quality, the transport network and the provision of urban infrastructure such as sewer and roads, and the needs of a future community for additional schools, aged care facilities, community facilities and the like. A range of growth scenarios were presented and from the Council's adopted position (between the low and medium scenarios) most of the future urban precincts in the Urban Masterplan were established. The timing for future development of these precincts will depend upon landowners funding the detailed studies required as part of the rezoning process. These studies will be project managed by Council. Council must also have regard to Sydney Water's plans for licensing the expansion of the Picton Regional Sewerage Treatment Plan (STP) at Carlton Road, Picton. Stage 2 to the STP is expected to be licensed for operation in 2007. Council is liaising with Sydney Water to estimate the numbers of additional properties which will be able to be serviced by the expanded capacity expected at this plant.
