The Draft Code of Meeting Practice was prepared in response to the release of a new Model Code of Meeting Practice for NSW Council’s. The Model Meeting Code was prepared by the Office of Local Government (OLG) and prescribed on 14 December 2018.

Council must adopt a Code of Meeting Practice that incorporates the mandatory provisions of the Model Meeting Code no later than 12 months after the next ordinary council elections.

The Model Meeting Code has been used as a basis for the draft Meeting Code to ensure consistency in the layout and terminology used.

In adopting the draft Meeting Code the way Council conducts its meetings will remain substantially the same with the only significant mandatory changes being new rules limiting the use of mayoral minutes without notice to cases of urgency, the addition of new meetings principles and clarification on submission of Notices of Motion (Nom’s) which will affect the deadline for lodgement of NOM’s.

The addition of a number of best practice provisions are also recommended in particular for motions that require the expenditure of funds and the management of NOM’s.

The Draft Code of Meeting Practice is placed on public exhibition for a period of 28 days (from 19 April 2019 till 31 May 2019) with a further 14 day submission period prior to coming back to Council for adoption (11 June 2019).
