An application for Designated Development has been received by Wollondilly Shire Council to use the following land:
Property: 665 Bents Basin Road, Wallacia (Lot: 2, DP: 814869)
For the Purpose of: Rural Industry (horticultural products facility) comprising “Composting Facility” and “Resource Recovery Facility” including a weighbridge, office and use of existing sheds, and construction of new sheds.
Applicant: Blue Star Trading Corporation
Wollondilly Shire Council is the consent authority and the application will be determined by the Wollondilly Independent Hearing and Assessment Panel (IHAP).
The proposed development, which is designated development, is for a Rural Industry (horticultural products facility) comprising “Composting Facility” and “Resource Recovery Facility” including a weighbridge, office and use of existing sheds, and construction of new sheds. Approval is sought for production of up to 45,000 tonnes per annum and stockpiling on site up to 20,000 tonnes. The development includes the addition of three rural sized sheds to house the composting operations and use of the site for the manufacture of garden and potting mixes. The activities involved in the proposed development consist of simple processes including mixing (turning over), screening, bagging or stockpiling of various mixes of waste materials. Finished product includes composts, garden and potting mixes and mulches.
The Development Application is also an application for Integrated Development, and the following approvals are required:
- Approval for a licence under s91 of the Water Management Act 2000 is required from the Department of Primary Industries – Water.
- Approval for a licence under s43(a) of the Protection of the Environment Operations Act 1997
The Development Application, plans and other documents accompanying the application, including the environmental impact statement may be inspected at Council’s Offices, 62-64 Menangle Street, Picton, during ordinary office hours between 8.30am and 4.30pm Monday to Friday (public holidays excepted) for a period of thirty one (31) days commencing 22 February 2018 and ending 26 March 2018.
Any person may make a written submission to Council concerning the Development Application. If a submission is made by way of objection, the grounds of the objection must be specified. Written submissions received may become a public document. Submissions will be received from 22 February 2018 until 4.30pm on 26 March 2018. Unless the proposed development is development about which the Planning Assessment Commission has conducted a review, any person who makes a submission by way of objection and who is dissatisfied with the determination of the consent authority to grant development consent, may appeal to the Land and Environment Court. If the Planning Assessment Commission conducts a review, the Minister’s determination of the application is final and not subject to appeal.
(Under S147 of the EP&A Act, any person making a submission is required to disclose reportable political donations and gifts ($1000 or more) made to any local Councillor or Staff member within 2 years of making of the submission. Any submission you make is open to public scrutiny. Council is required to release written comments or submissions under the Government Information (Public Access) Act 2009 [GIPAA]. The Act imposes obligations on us to place submissions on Council’s website and submissions may be used in Council reports or court proceedings. In this regard, your comments should be restricted to the proposed development.
