The proposed development is a designated development for Establishment of an end-of-life tyre processing facility (waste or resource management facility) to recover resources for reuse, installation of processing equipment within an existing warehouse, including shredders, crumbing machinery, conveyors and other plant, installation of one (1) weighbridge, formalisation of 16 parking spaces, crossover construction, hardstand resurfacing, signage installation, and other civil works for environmental controls.
The application is also an application for Nominated Integrated Development under the Environmental Planning and Assessment Act 1979 No 203, Schedule 1 Community Participation Requirements, Clause 8A Application for development consent for nominated integrated development or threatened species development.
Approval for the proposed development is required from the Development Coordination Authority under Section 43(a), 47 and 55 of the Protection of the Environment Operations Act 1997 and under Section 43(b), 48 and 55 of the Protection of the Environment Operations Act 1997.
Council’s Community Participation Plan outlines Councils guidelines for notifying applications that are received. The development is on notification from 24 July 2026 to 21 August 2026.

Please note:
Unless the proposed development is development about which the Independent Planning Commission has conducted a public hearing any person:
(i) who makes a submission by way of objection, and
(ii) who is dissatisfied with the determination of the consent authority to grant development consent, may appeal to the Land and Environment Court.
If the Independent Planning Commission conducts a public hearing, the Commission’s determination of the application is final and not subject to appeal.
Any submission you make is open to public scrutiny. Council is required to release written comments or submissions under the Government Information (Public Access) Act 2009 (GIPAA). The Act imposes obligations on us to place submissions on Council’s website and submissions may be used in Council reports or court proceedings. In this regard, your comments should be restricted to the proposed development.
Under S10.4 of the EP&A Act, any person making a submission is required to disclose reportable political donations and gifts ($1000 or more) made to any local Councillor or staff member within 2 years of making of the submission. If the application or gift is made after the submission, a disclosure must be made within 7 days of that donation or gift having been made.
