Allows for delegated officers to approve reductions or waivers on Council fees, such as hall hire or Development Applications.
This policy seeks to ensure:
- A standard process for applicants to follow
- Equitable assessment of each request received
- Transparency and accountability to the community
- Effective reporting mechanisms.
Our current policy was developed specifically for facility hire (i.e. halls). However, Council also considers requests for a range of other fees and charges, such as Development Application fees. This issue came into sharp focus following the Green Wattle Creek Fire.
The existing policy also limited the reductions that could be granted by delegation, leading to a lengthy process for a relatively small amount of money by current standards.
The proposed revision to the policy has been carried out in consultation with colleagues across the relevant Council departments, to be all encompassing rather than specific to hiring facilities. It also introduces tiered thresholds that can be determined under delegation, to assist in streamlining consideration of any application while maintaining appropriate oversight.
