About the Policy
The Local Events Approvals Policy provides guidance to community members wishing to hold activities and events on Council owned land. It helps people understand whether they do or don’t need Council approval.
Do I need Approval?
Council is required to manage what can happen on Council-owned land. This helps the community understand which small, low-impact activities and events can go ahead with or without needing Council approval.
For activities and events that do need approval, the policy explains what Council will look at and what requirements may apply. This policy covers parks, sporting fields and open spaces. It does not apply to car parks, roads or road reserves.
Do I need approval for my event?
Council approval is not required for the following activities if you can comply with the relevant criteria:
Amusement Devices
- Devices that do not require registration with Safework NSW, including playground devices, water slides and inflatable devices with a platform height of up to three metres
- A “small amusement device” as defined in Section 4.5 of this Policy and meets the criteria in clause 75b of the LG Regulation
Small Scale Event
- Events with a maximum of 1,500 attendees at any one time;
- ANZAC day and Remembrance Day memorials with a maximum of 5,000 attendees at any one time;
- Vehicle shows/exhibitions with a maximum of 50 vehicles for display; and/or
- School fetes (if they are to be held on Council land)
Food Trucks
- That are registered with Council’s Environmental Health Unit;
- Have public liability insurance (for $20 million, and noting Council as an interested party in relation to personal injury and property damage)
- Remove litter and waste generated by their operation
Loud Speakers
- That are used between the hours of 8:00am and 10:00pm, except for ANZAC day services which can be used for dawn service; and
- Controlled to reduce noise impacts to nearby residents
Markets
- Not exceed 1,000 attendees at any one time;
- Hold public liability insurance (for $20 million, and noting Council as an interested party in relation to personal injury and property damage);
- Have a valid booking for the site/location/event;
- Not impact the flow of pedestrians or vehicles; and
- Remove litter and waste generated by their operation

If I require approval, how do I apply?
You can apply via the Planning Portal.
Council will require a site plan and written explanation detailing how the activity/event will operate. Depending on the size and nature of the event, additional information may also be required, for example a traffic plan.
Do I need to book the venue?
Council has a number of halls and sportsgrounds available for hire for personal, business or community use. You can find more information and book a facility online with our Customer Portal to guarantee your spot.

To host a successful event, planning and management must meet the necessary regulative provisions of Local and State Government. The Wollondilly Community Events Guide has been developed for organisers of events under the guidance of the Event Starter Guide developed by the Office of Protocol and Special Events. The Guide is relevant for both existing and new events.
