Infrastructure is essential to the liveability of communities. Infrastructure provides essential support to homes and jobs while improving productivity and public health. As Wollondilly’s population continues to grow, so too does the demand for infrastructure and services.
Infrastructure contributions are made by developers in the form of money, dedication of land, works-in-kind, or a combination of these. They are a key funding source for Council and the NSW Government to deliver infrastructure needed to support growth. Infrastructure contributions can fall under the categories of roads and transport, open space, community centres, libraries, recreational facilities and stormwater.
Through shared partnerships with other shire funding sources, contributions ensure that local infrastructure is delivered at the right time and scale, to match population growth and needs.
Council collects development contributions to help fund the local public infrastructure needed to support growth. Development Contributions are charged to developers based on the type, scale, cost and location of a proposal, and reflect the additional demand placed on community facilities, open space, roads and services.
If a contribution applies to a development, the amount payable will be identified in the development consent as a condition of approval. Wollondilly Currently has three contributions plan, each plan relates to a different area and has its own rates levied:
This Contributions Plan applies to all residential and non-residential development within the Appin Growth Area.
This Contributions Plan applies to residential development and subdivision of employment areas within Wilton Growth Area.
This Contributions Plan applies to residential development occurring in Wollondilly Shire outside the Appin and Wilton Growth Areas.

A Voluntary Planning Agreement (VPA) is an agreement between developers and a planning authority, such as Council or the state, and may include provisions such as monetary contributions, infrastructure works, or the dedication of land at no cost to Council. These provisions must be applied towards a public purpose which includes, but is not limited to:

The contributions dashboard visualises and tracks all development where development contributions were levied for the 2024-2025 financial year. $11 million was levied across the shire, from the approval of 728 new lots or applicable dwellings. Filters on development type and suburb shows how much was levied for different types of development and how much was collected for each suburb within the LGA.
