COMMUNITY STRATEGIC PLAN, DELIVERY PROGRAM & BUDGET SETS OUT VISION FOR WOLLONDILLY’S FUTURE AND DELIVERS FOR RESIDENTS
Wollondilly Shire Council has refreshed its vision for the future with a set of plans that encompass the community’s long-term aspirations and priorities, building on the significant progress made over the last term and presenting a strategic response to the opportunities and challenges ahead.
Following a period of community consultation, the Community Strategic Plan – Wollondilly 2040, Resourcing Strategy, Delivery Program 2025-26 – 2028/29 with the 2025/26 Operational Plan and Budget, Revenue Policy, Capital Works Program and Fees and Charges were adopted at Tuesday’s Council meeting.
The updated Community Strategic Plan is the highest-level plan for Council and is used to guide policy and service delivery, with the supporting documents outlining how it will be resourced and implemented in the coming years.
The Delivery Program, Operational Plan and Budget show a continued investment into roads and infrastructure assets across the Shire, including a record $217.6 million Capital Works program over the next four years.
As Council delivers important services and facilities to support the growing community, a total operating expenditure of $99.4 million will deliver outcomes across 39 different services.
Mayor Matt Gould said, “Council remains committed to high quality service delivery and the responsible and sustainable management of our assets.”
“I look forward to bringing to life some major projects including the implementation of the Bargo Sportsground master plan and exciting upgrades to Thirlmere Memorial Park. We will be constructing a new park in Thirlmere East and also providing new public amenities and drainage works across the Shire.”
“We are already working towards the delivery of new and upgraded community halls at Thirlmere, Oakdale and The Oaks, a new playground at Redbank Reserve, Picton, improvements at Telopea Park, Buxton, and exciting new park facilities at Appin - as well as footpaths and cycleways all around the Shire.”
“Over recent years we have delivered a strong program of reform, investing in infrastructure and services across the Shire as we have transformed into a modern professional organisation, ready to play a lead role in shaping the future of Wollondilly.”

“I look forward to seeing the delivery of some significant roads and infrastructure projects such as reconstruction works on Montpelier Drive at Mowbray Park and Menangle Road, Douglas Park and a new bridge at Brownlow Hill Loop Road.”
