Wollondilly Council annually adopts a four-year plan to maintain and improve our road network. This plan focuses on the highest priority areas based on road conditions, traffic volume, and other important data. The Capital Works Program helps us decide which roads need attention, what work will be done, and when it will happen. Each year, we review the program when preparing our Operational Plan.
Some roads need more urgent attention than others, and we can’t fix everything in the four-year plan. That’s where the Long-Term Transport Priorities Program comes in. This program looks at the bigger picture and helps us plan for future roadworks as more funding becomes available.
Separate from the capital program is routine road maintenance. This work is generally reactive in nature and is performed to keep roads in as safe a condition as possible until they can be addressed through the capital programs, address specific and localised damage or issues which occur as part of the changing environment such as vegetation growth, flooding etc.
You might wonder why we resurface roads that still look okay. It may seem like a waste, but there’s a good reason for it. Regular, scheduled renewing of the water proofing top layer prevents more expensive, often unscheduled repairs in the long term.
Think of it like the roof of a house – if you wait too long, leaks can occur and the job becomes much bigger and costlier. Similarly, while the road structure underneath (the “pavement”) is designed to last up to 80 years, the road surface only lasts about 10-15 years. If we let it deteriorate, water seeping through the surface will damage the pavement, resulting in more expensive repairs.
This is why Council’s Asset Management Strategy considers the life cycle of a typical road and separate road works into four main phases.
This is when the road is still in good condition, usually less than 10-15 years old. We use simple treatments like resurfacing or adding a protective layer to keep the road in good shape. By doing this, we are renewing the waterproof quality of the surface and we prevent roads from getting worse and save money in the long run.

If a road hasn’t had maintenance in the last 10-15 years and is showing cracks or potholes, it falls into this phase. The repairs are a bit more involved than simple resurfacing, and it costs more. We prioritise the worst roads here to stop them from getting even worse.

When a road has experienced significant deterioration beyond the point of heavy patching and spray sealing, stabilisation is used to restore its strength and durability. This process involves milling the existing road material, adding a stabilising agent, and then reconstituting the road with the improved mix, effectively extending its lifespan. Basically taking the existing road pavement and blending a glue through before resurfacing.

If a road has deteriorated so much that it can’t be fixed with patches or resurfacing, we completely rebuild it. This is the most expensive option and very disruptive during the construction process - we aim to avoid it where possible by maintaining roads earlier in the process.

The Asset Management Strategy helps us plan for the future of all the assets in our Shire, including the renewal of existing assets and the introduction of new assets to our portfolio. The strategy covers areas including roads, buildings, parks, transport, and more.
Roads represent the largest component of our asset maintenance backlog and are regarded by the community as the most critical asset class. The Council’s Delivery Program allocates the largest portion of the Capital Budget to the repair of our roads.
The challenge is to prevent further deterioration while simultaneously reconstructing roads that have already failed, with the backlog being addressed over a ten-year timeframe.
This requires a balanced strategy, integrating preventative treatments alongside comprehensive reconstructions to ensure sustainable improvements in road quality.
