Wilton Growth Area is split into seven precincts; Wilton Town Centre, Bingara Gorge, South East Wilton, North Wilon, South Wilton, West Wilton and The Maldon Employment Precinct. The precinct boundaries were developed by the Department of Planning, Housing and Infrastructure.
The Wilton Town Centre Precinct was rezoned in 2023 by DPHI. It will be the residential, retail, commercial and entertainment core of the Wilton Growth Area and the largest Strategic Centre in Wollondilly. The Wilton Town Centre will deliver: A major retail and commercial centre, about 1,600 new homes with a mix of housing types, a major public open space including sports fields, protection of 37 hectares of environmentally sensitive land and improved roads and public transport infrastructure including a bus depot.
The Wilton Town Centre, over the next 20 years, is expected to become the strategic centre of Wollondilly Shire. Rezoned in 2023, it will provide a variety of employment and retail opportunities, schools, a network of local open spaces, public transport infrastructure, diverse housing and social infrastructure.
The Precinct is primarily rezoned to Urban Development (UDZ) under the State Environmental Planning Policy (Precincts—Western Parkland City) 2021, with environmentally sensitive areas zoned E2 Environmental Conservation and land for State and regional Infrastructure zoned SP2.
The Wilton Town Centre will be developed in stages. By 2046, it is expected to support a full range of retail, business and community uses to service to Wilton and surrounding areas.
The Precinct which comprise of approximately 193 hectares will deliver:
• Up to 1,600 new homes and up to 7,000 new local jobs;
• Flexibility to provide a range of lot sizes, housing types and promote housing choice;
• A retail core of approximately 50,000m² and supporting commercial and business uses;
• Employment areas identified for uses including bulky goods retailing and logistics;
• Land for a school co-located with sporting fields and a town park;
• Public open space for district-level active recreation uses;
• An active transport network supported by public transport; and
• Preservation of rail corridor.
The Bingara Gorge Precinct was rezoned in 2005 and is being developed in stages for around 1,800 residential lots. Since 2005, substantial development has occurred, including the delivery of Pembroke Village, Greenbridge Village, parts of Fairways East and Highlands Villages as well as the Country Club, Wilton Primary School, small retail facilities, a childcare centre, and an 18-hole golf course.
Since the approval of the Bingara Gorge Concept Plan in 2005, substantial development has occurred at the Bingara Gorge Precinct. These included the delivery of Pembroke Village, Greenbridge Village, parts of Fairways East and Highlands Villages located to the southern part of the wider site. Other features include a Country Club, Wilton Primary School, a local centre, a childcare centre, and an 18-hole golf course.

The South East Wilton Precinct (Wilton Greens) was rezoned in 2017. It will provide up to 3,600 homes when completed. Stage 1 residential and open space lots development are in progress. Wilton Greens will also support a local centre, a school, playing fields, and active and passive open space.
South East Wilton (also known as Wilton Greens) was rezoned in 2017 followed by the release of the South East Wilton Structure Plan. The Structure Plan was updated in 2022. The precinct will deliver approximately 3,600 new homes, together with open space, commercial/industrial land, a land for a school and a sports field.
Development is now underway with the first Neighbourhood Plan for Stage 2 and 3 having been endorsed in June 2023. This Neighbourhood Plan provides for approximately 1,286 new homes, including residential and employment lands, a local centre, land for a school, playing fields, and passive and active open space.

The North Wilton Precinct (Panorama) was rezoned in 2018. It will comprise up to 5,600 homes. North Wilton includes a lakeside business hub, local centre, medical centre, childcare centre, gathering space, school, and a community centre. Construction has been progressing for Stage 1 with land owners having commenced building their homes. Housing development is in progress on Stages 2, 3 and 4.
The North Wilton Precinct (also known as Panorama) was rezoned in October 2018. Covering approximately 874 ha, this Precinct will have homes built in approximately 10 stages over 25 years supporting a vibrant local community. North Wilton has a 6 Star Green Star Communities rating.
North Wilton includes a lakeside business hub, local centre, with services like childcare centre, open space and school.
A Neighbourhood Plan and the Stage 1 Development Application have been approved by Council. Development is underway.

The South Wilton Precinct which is yet to be rezoned, and spread across five planning sub-precincts (Planning Cells) covers approximately 430 hectares. It supports housing and employment areas. Council has currently engaged in identifying the opportunities for landholders in each of the Planning Cells.
The South Wilton Precinct comprises five separate Planning Cells and covers approximately 430 hectares. Council has examined opportunities and challenges for landholders in each of the Planning Cells. The information has been packaged in brochures, created as guidance for any future proponent-initiated Planning Proposals to rezone land in South Wilton.
Council has no plans to rezone land in South Wilton at this stage but can work with interested proponents to facilitate good outcomes that unpack and address known issues.
The information brochures do not guarantee any outcome identified in each cell. Future planning proposals would need to clearly explain how any proposal aligns with the strategic framework and how they address known opportunities and challenges.
Council will continue to work with DPHI to clarify the dwelling cap matters before any further planning of South Wilton Precinct for residential development is progressed.
Cell 1 Employment – This Cell covers an area of approximately 117 hectares. Includes manufacturing, wholesale trade, light industrial and large-format retail, but excludes heavy industries and shopping centres. For details, please refer to the Cell 1 Employment Information Brochure.
Cell 2 Hornby Street – This covers an area of approximately 70 hectares. Identified as a primarily residential cell with some possible supporting employment, a mix of low and medium density. For details, please refer to the Cell 2 Hornby Street Information Brochure.
Cell 3 Alkoomie Place – This covers an area of approximately 156 hectares, of which 11 hectares is under State Agencies ownership. Identified for large lot residential and environmental living style development in the Wilton 2040 plan. For details, please refer to the Cell 3 Alkoomie Place Information Brochure.
Cell 4 Wilton Village - is to be addressed as part of Council’s Wollondilly Place Plan Program.
Cell 5 Peel Street - has significant constraints for development, particularly CPCP biodiversity and bushfire risk. Council has consistently advocated for a fair and equitable planning pathway and accompanying process for all landholders in Wilton. Previous State Government decisions to exclusively rezone major landholders in Wilton, have left no clear planning pathway for smaller landholders.
The West Wilton Precinct which is yet to be rezoned and upon completion it will deliver up to 2,350 homes this precinct includes Employment Lands that are currently under assessment by Council.
The Maldon Employment Precinct (MEP) covers 562 hectares. MEP is dedicated exclusively for providing employment land uses.
Future rezoning of West Wilton, South Wilton, and Maldon Precincts to facilitate the urban development will likely be developer led and undertaken in collaboration between Council and DPHI.
Wollondilly Shire Council acknowledges the Dharawal and Gundungurra peoples as the Traditional Custodians of the land, honouring their enduring cultural and spiritual connection to Country and recognising their ongoing contribution to the Shire.
