Review of Environmental Factors - Walton Street Carpark

Some Council activities don’t need a Development Application under Part 4 of the Environmental Planning and Assessment Act 1979, but may still require approval under Division 5.1. This division ensures that essential infrastructure can be delivered while considering and protecting the environment.
As part of this process, Council must prepare a Review of Environmental Factors (REF) to assess any potential environmental impacts. The REF is reviewed and approved by Council before works proceed.
In certain cases—such as projects over $5 million in value, those needing specific NSW Government permits, or when it's in the public interest—Council is required to publish the REF online.
